Dr. Terry observes as townspeople sort supplies. To receive aid, villagers must register with local AAC administrators, but many more show up at the distribution sites than just the number of those registered. Per AAC policy, no one in need is turned away; if necessary, supplies are tallied again, then distributed evenly among the people.
